This guidance document provides detailed instructions on how to run the Joint Research Centre’s Polycrisis Exploration Workshop and use the resulting insights in policymaking. Based on the foresight study Risks on the Horizon, the workshop is designed to facilitate strategic conversations about increasingly interconnected risks, disasters, and potential polycrises. It guides participants through three activities: exploring a broad spectrum of risks and different actors’ perspectives, mapping potential future polycrises and their cascading and compounding impacts, and identifying drivers and policy interventions that could mitigate risks and support policy goals. By combining foresight, systems thinking, and collective intelligence, the workshop complements traditional risk assessment and provides an accessible starting point for deeper analysis, interdisciplinary solutions, and stronger European Union preparedness.
